When plotting what kind of world do you see your characters moving in? perhaps the world is one where good and evil meet and compete. This then becomes a world where there is black and white with no shades of gray creeping in. It's the shades of gray that can make a story interesting. In the black and gray kind of world, decisions are made and the results are clear. This doesn't happen in the world where shades of gray creep in. Then the characters must make the decisions.
Do these decisions are always made for the right reason. That isn't necessarily so. The right decision could be the wrong one to make and lead to further complications. The character may look at the rule and break it. This decision might be the right one or not. So your characters must understand the rules and make the decisions about whether to obey them or perhaps not. To keep the tension rising in the story, you as the author must decide.
