In the pursuit plot, there are just three elements needed. The good character, the bad character and the goal. One of the characters chases another with the goal in mind. I've done this at least once as a plot. Zelda, the heroine wants Michael, the hero. He doesn't want to be causght. Her goal is marriage. His is dating women with no strings. This was a fun story to write. The opening shows first him and then her and their goals are shown. His to avoid her and hers to catch him.
It's not always the good character chasing the bad one. The reverse is often seen. The opening shows the three factors.
