 Sometimes circular endings take a wrong turn and don't end with that satisfactory feeling. There are the ordinary ways endings can go wrong with the ending having little connection to the beginning.

The ending can be lost in exposition. Meaning the writer tells everyhting that happens to the major andminor characters for the next twenty years in exposition. This will bore the reader since the story of the characters has a satisfactory ending and all the story of later is no story with no plot and no problems to solve.

The ending isn't satisfactory when it ends too quickly. More than they lived happily ever after needs to br present. Yes, they arrived at a similar to the beginning of the story but there is no promise. My one clear ending to a circular story has the heroine arriving at the airport and receiving the same call over the loudspeaker. The story goes on to show her reunion with the hero and the infant twins and he will drive her into their future.
