The what in the writing process for me has several parts. The first what involves what kind of story I'm writing. Is it mystery, suspense, romance, fantasy. After I've decided on one or more of these categories, I'm ready to look at the what of the characters
What do they want? This can be something simple or more complicated. In mysteries, the what is often discovering the crime and then looking at who wanted this to happen or not. In romances, the what if often who wants the relationship and who doesn't. The hero may be reluctant or the heroine. There could be a villain who doesn't want to see the relationship. Suspense often entails a crime and a romance, at least for me. So here the mdesire can be divided. For fantasy, there is usually a villain or a group of them who have their wants. Also the hero or heroine have a desire to accomplish. In some of my fantasies, there is a traceof romance and this adds more what to the mixture.
Learning the what for each of the major characters involves much thought for the nuances of what they want.
